- Joseph and Linda Zadroga carried this photograph of their deceased son, James, at rallies in support of health aid for Ground Zero workers. James Zadroga was a New York City homicide detective who had worked at Ground Zero for roughly three weeks and later developed terminal health effects. The James Zadroga 9/11 Health and Compensation Act was named in his memory.
Curator's Comment
The James Zadroga 9/11 Health and Compensation Act was passed by Congress in 2010. The landmark bill provides financial compensation to individuals who suffered physical injury or death as a result of the 9/11 attacks. The bill also established the World Trade Center Health Program to monitor and treat survivors and responders from all three crash sites who developed 9/11-related health conditions, including respiratory and mental health issues.
Congress reauthorized the Zadroga Act in December 2015, after a lengthy lobbying effort by 9/11 recovery workers and others. The new law extended the compensation fund for five additional years and the WTC Health Program through 2090. In 2019, after another lobbying effort, the compensation fund was extended through 2092.
In July of 2019, President Donald J. Trump and House Speaker Nancy Pelosi officially co-signed H.R. 1327 into law. It bore a more expansive title: Never Forget the Heroes: James Zadroga, Ray Pfeifer, and Luis Alvarez Permanent Authorization of the September 11th Victim Compensation Fund Act.
